dc.descriptionIn response to rapid population increases and limited water supplies water utilities in semi-arid Western states have implemented multiple water conservation programs, including rebates to clients who replace turf with native plants. This article demonstrates the effect of these programs on water demand, controlling for exogenous influence of weather and property characteristics.
