Tonga is approaching a crossroads in the development of its fisheries sector. Further expansion of the industry faces severe infrastructure constraints that must be addressed in an integrated and timely manner, in parallel with the granting of any new fishing licences. The granting of substantial numbers of new longlining licences without resolving these constraints could have serious negative effects on all commercial fisheries in Tonga.
