With approximately six million inhabitants, the Matopiba region, which encompasses the states of Bahia, Maranhão, Piauí and Tocantins, is Brazil’s current agricultural frontier. Over the past few decades, disorderly occupation and agribusiness expansion in the Cerrado biome, an extensive Brazilian savannah, has led to agrarian issues such as fraud and community displacement, creating imminent threats to the future of the biome and traditional resident communities’ ways of life. These problems were further aggravated during the COVID-19 pandemic due to the isolation of communities and difficulties in contacting authorities, as well as a lack of conflict monitoring systems for identification and subsequent state action. These problems are compounded by the lack of institutional capacities of the states and the low level of knowledge about good practices for responsible land governance and the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests (VGGT). However, initiatives like the Land Regularization Center aim to address these problems, highlighting the need for better land governance practices and assisting the land regularization process. Similarly, the Land Forum of the Corregedores Gerais da Justiça was established across the four Matopiba states to promote the implementation of the above-mentioned Voluntary Guidelines, develop public policies and protect vulnerable communities while fostering socio-economic development. Persisting challenges include the lack of sufficient knowledge by authorities and public employees about the VGGT and their application, as well as the practice of coordinating exchange processes.
