This volume contains the individual reports produced under the World Bank program of economic and sector work (P-ESW) on supporting Morocco's climate change strategy. In 2008 the Government of Morocco asked the Bank's analytical and technical assistance on the policy implications of climate change. An initial policy note outlining the main drivers of climate vulnerability, as well as the relationship between climate mitigation and energy security for the country was presented to the Government. The deliverables under the program stem from analytical needs identified from various departments and agencies. Following the conference, a steering committee composed of the department of environment, the ministry for economic and general affairs, and the ministry of economy and finance was set up to oversee the preparation of various analytical outputs supporting the Government's climate policy. It was agreed that the P-ESW will deliver products immediately accessible to the various stakeholders in line with their climate policy objectives. The deliverables will be released as a set of strategy notes, whose content will feed into the development of the Government's sustainable development strategy. The P-ESW program was articulated in three main deliverable blocks: institutional and policy framework; decision support tools; and costing impacts and policies.
Cette note contient les résumés des rapports individuels produits dans le cadre du Programme d’Etudes Economiques et Sectorielles (P-ESW, P113768) sur l'appui à la Stratégie Changement Climatique du Royaume du Maroc mis en œuvre par la Banque mondiale. En 2008, le Gouvernement du Maroc a demandé l'assistance analytique et technique de la Banque sur les implications politiques du changement climatique. Un comité de pilotage composé du Département de l'Environnement, le Ministère des Affaires Economiques et Générales et le Ministère de l'Economie et des Finances a été mis en place pour superviser la préparation de divers produits analytiques de soutien de la politique climatique du Gouvernement. Il a été convenu que le P-ESW livre des produits immédiatement accessibles aux différents acteurs en fonction de leurs objectifs de politique climatique articulés en trois blocs principaux: 1) Cadre Institutionnel et Politique ; 2) Outils d'Aide à la Décision ; 3) Etudes des Couts d'Impact et des Politiques. La liste des livrables est la suivante : 1. Revue des Dépenses Publiques et Analyse Institutionnelle de la Politique Climat ; 2. Impacts socioéconomiques de la Stratégie Energétique ; 3. Impacts sur l'ensemble de l'économie du CC (adaptation) ; 4. Un indice de la vulnérabilité climatique pour les régions du Maroc ; 5. Adapter le secteur de la Pêche Marocain ; 6. Comptabilisation des GES: des stocks aux systèmes d'information ; 7. MAAN: Solaire, Eolien et Déchets Solides.
