This Rural Income Diagnostic explores the state of rural poverty, rural livelihoods, and the agricultural sector in Madagascar, focusing on barriers to and opportunities for faster growth in rural agricultural income. The diagnostic then identifies four priority pathways to unlock agricultural income potential for the poor rural households that make up 64 percent of the population. Migration, off-farm income, and urban consumption are beyond the scope of this work (but will be addressed in future analysis) because rural households in Madagascar are trapped in a low-level equilibrium: since most of the poor rely on agriculture for their livelihoods, prioritizing agricultural development is essential to help them break free from this cycle. In the short run, for most rural households, income growth will largely derive from increases in agricultural income - defined broadly to include income from crops, livestock, fisheries, and forests.
