The Governing Body of the International Treaty on Plant Genetic Resources for Food and Agriculture established the Ad-hoc Technical Advisory Committee on the Multilateral System and the Standard Material Transfer Agreement (the Committee) through Resolution 4/2009, as an advisory and technical mechanism to assist the Secretariat in providing support to users of the Standard Material Transfer Agreement (SMTA) and the Multilateral System in the implementation of the Multilateral System. The commit tee met four times from 2010 to 2013 drafting opinions and providing advise which the Fifth Governing Body requested to be compiled in a publication so that all users could benefit from the guidance.
