Through poor pesticide procurement and management practices, the country had accumulated stocks of banned, unwanted and obsolete pesticides. Although pesticide regulation and controls were reasonably well-developed, and the authorities were wellengaged with international processes to strengthen the control of pesticide, there were gaps in the country’s ability to control all aspects of pesticide life cycles. In particular, there was insufficient capacity to control imports and pesticide quality, gaps in pesticide legislation, and poor management of pesticide registrations and pesticide application. Against this background, the project, in conjunction with two other Government Cooperative Programme (GCP) cofinancing projects (GCP/RAB/004/SWI, “Regional Initiative for Pesticides and Pest Management” and GCP/RAB/007/MRK, “Prevention and disposal of POPs and obsolete pesticides in Syria”), aimed at reducing the exposure of farmers, consumers and the public to Persistent Organic Pollutants (POPs) and other pesticides, and at improving their health and the environment.
