The Agreement on Port State Measures to Prevent, Deter andEliminate Illegal, Unreported and Unregulated Fishing (PSMA) is thefirst binding international agreement to target Illegal, Unreported andUnregulated (IUU) fishing. It aims to prevent, deter and eliminate IUUfishing by preventing foreign fishing vessels that engage in IUU fishingfrom using ports and landing catches. It represents a potent global andnational governance framework to combat IUU fishing, contributingto the long-term conservation and sustainable use of marine resourcesand ecosystems. To enable PSMA Parties to determine the mostappropriate measures to enhance compliance with the PSMA, FAOwas requested to carry out assessments of national policies, legislation, institutional arrangements and fisheries monitoring, andcontrol and surveillance systems against the provisions of the PSMAand related international instruments and mechanisms, and to draftnational strategies and action plans accordingly.
