The FAO Technical Working Group (TWG) on Reduction of Incidental Catch of Seabirds in Longline Fisheries reviewed three background papers prepared for the meeting dealing with longline fishing technology and effort, the interaction of seabirds during fishing operations and how incidental catch of seabirds can be reduced by using various mitigation measures. It was decided that the content of these background papers should be compiled into one publication to be used as reference material for elab orating technical guidelines and the international plan of action. The TWG also drafted Guidelines and a Plan of Action. The Guidelines are proposed to contain a list of mitigation measures which are either presently in use or under development, as well as a description of how information about mitigation measures could best be disseminated to fishers, the industry and other parties involved. Regarding the Plan of Action, the draft prepared by the TWG should be seen as a very first draft to be developed in a process leading up to the FAO Consultation to be held in October 1998.
