In Bangladesh, about 65 percent of paddy production is milled by traditional methods, about 25 percent by small huller machines and the riminder by major commercial mills. In the last decade, more than 25 proposals for commercial rice processing projects have been put forward by various agencies. All the proposals involve foreign exchange component. Very few of the proposals have so far been fully implemented. This paper critically examines the assumptions on which the proposed projects were formed and follows through to the implemented projects in order to assess whether the assumptions made in these proposals are realistic for Bangladesh.
