This report covers the period from November 1986 to December 1987 and includes the major highlights of the First Governing Council Meeting and the Tripartite Review. While details of the progress of activities will be reported by the Lead Centre Directors, this report will highlight the progress and problems in implementing the project activities. The future directions and programmes of NACA, including the concept of the Umbrella Network, to further support member governments' efforts in the man agement of the institutionalized NACA, will be briefly described.
