dc.descriptionThese guidelines have been written to assist policy-makers, planners, technical assistance experts and other stakeholders to decide whether or not to adopt irrigation management transfer, and if so, how to formulate an effective programme. An effective programme is one that results in appropriate, successful and sustainable devolution of roles from the irrigation agency to water users’ groups and fosters equitable development in rural areas.
