| dc.description | This case study describes the importance of livestock as a fundamental livelihoods asset for agropastoral communities in South Sudan, and explains the complex linkages between the ownership and use of livestock, conflict, marketing systems, seasonality and vulnerability. The case study tracks livestock interventions in the Operation Lifeline Sudan (Southern Sector) Programme (OLS) since the early 1990s. From 1993 to 2000, Unicef co-ordinated the OLS Livestock Programme and introduced a sys tem of community-based animal healthcare which contrary to the relief context at the time, drew heavily on development principles such as community participation, cost recovery and local capacity-building. One outcome of this approach was a dramatic improvement in the control of rinderpest. Under Unicef co-ordination, minimum standards and guidelines for livestock interventions were developed with NGOs, and policies were formulated on training, cost recovery and other issues. The management and coordination of the OLS Livestock Programme are examined in depth and critically analysed. The final section of the case study examines the use of information to inform policy in the OLS Livestock Programme, and highlights the value of participatory impact assessment in complex emergencies. | |
