Livestock plays a critical role in the socioeconomic development of many countries. However, livestock issues such as peste des petits ruminants (PPR), a highly contagious disease that affects sheep and goats, are often neglected in national development plans (NDPs). Mainstreaming livestock issues is to consider them as an integral component of NDPs and policies; and in so doing can help ensure that the livestock sector receives adequate attention and resources necessary for its expected growth and development and can therefore maximize its contribution to domestic socioeconomic development. The PPR national strategic plan (NSP) is a guiding tool to assess, control and eventually eradicate PPR, that is developed using a template prepared bythe FAO-WOAH PPR GEP Secretariat. Mainstreaming PPR NSPs into NDPs requires that strengthening veterinary services and livestock (including health, production, value chains and stakeholders) is reflected in national visions, plans, policies, regulatory frameworks and government budgets. It highlights the imperative for affected and at-risk countries to develop and implement national strategies as push mechanisms to guide effectivecontrol programmes such as vaccination campaigns by mobilizing resources from their national budgets and partners. The guidelines explore the steps involved in mainstreaming PPR eradication issues into national development planning processes, namely the appointment of a PPR NSP mainstreaming core team, identifying key stakeholders, mapping the NDPs and policies that are sensitive to PPR, identifying existing planning processes, knowing your resource partners, drafting or reviewing the PPR NSP, designing effective transboundary animal diseases information systems including PPR, and creating awareness of the PPR eradication programme.
