The Third Extraordinary Meeting of the Inter-American Board of Agriculture, held in Mexico City from October 27 to 29, 1986, focused on the modernization of IICA to address the regional economic crisis through the approval of the 1987-1991 Medium-Term Plan, which reoriented technical cooperation toward productive reactivation and administrative efficiency. During the sessions, Member States approved strategic budget adjustments for the 1987 fiscal year, reformed the internal regulations of the General Directorate and personnel, and established specific norms for the allocation of resources in emergency operations, all aimed at consolidating a more agile institutional structure capable of promoting technological innovation and agricultural integration in the hemisphere under the new management of that era.
