In many developing countries, food production growth rates are slipping behind population growth rates while some measures designed to increase output are degrading the resource base. However, the appropriate use of inputs offers a viable path to achieving food security while safeguarding natural resources. In combination, relatively small applications of fertilizer and irrigation water can be particularly effective at boosting crop yields, improving rural incomes and supporting economic develo pment. Enhancing the availability of human and financial capital and enabling appropriate prices for agricultural inputs and outputs will encourage farmers to invest and be more productive. Hence, in order to develop valid methods for determining the appropriate water and fertilizer balance in different socio-economic and climate conditions in rainfed and irrigated areas, it is necessary to examine all relevant factors from government policy to pest control. Overcoming data constraints will fac ilitate progress in this field.
