| dc.description | Macroeconomic and trade policy tools were common instruments used to defend local economies and livelihoods from the fallout of the post-structural adjustment era. Conceptual and empirical evidence increasingly suggest, however, that interventions aimed at facilitating smallholder organization and market participation require support that is targeted at facilitating and reducing the costs of interactor agribusiness along value chains (FAO2010a). The onset of the 2008 food crisis has placed small holder-based import substitution strategies for food commodities and staples at the centre of many agriculture development programmes, making public sector guidance on this topic even more essential.
