The aim of this study was to identify some trends in the functioning of public utilities under the new
legislation in the field of waste management. The empirical data were derived from own surveys conducted
in the municipalities. Amendments to the Act on maintaining cleanliness and order in municipalities caused
significant changes both for municipal entities and residents - recipients of their services. Most of surveyed
positively evaluated the changes recognizing them as an opportunity for positive environmental effects. The
introduction of the new waste management system meant for most households increased related to this costs.
