Two Category 4 Tropical Cyclones (TCs), Judy and Kevin, made landfall over Vanuatu within 72 hours of each other on 1 and 3 March 2023, triggering two separate State of Emergency (SOE) orders from the government of Vanuatu, the second SOE covering over 300 000 people - the entire population of Vanuatu - for the following six months. As Vanuatu was at the peak of its planting season, the need to restore livelihoods was immediate and urgent with a possible El Niño-induced drought projected to begin in June and July. In response to the above conditions, FAO assistance was requested in March 2023. The assistance would consist of productive assets and inputs for agricultural, livestock and fisheries households in the areas most affected by the cyclones, accompanied by technical training to ensure the sustainability of the interventions.The project was also expected to assist in plans by the government to make blanket cash transfers to affected households in the country (known as the CASH intervention) with the aim of improving productive assets in the crop, livestock and fisheries subsectors. However, this activity was removed from the project on government request as another source of funds was identified to finance the component.
