Non-oil sources of revenue generation, such as aquaculture, have been given high priority in Nigeria. The fisheries sector has been hit by a gradual decline in capture fisheries, stock depletion, overfishing and other global trends, leading to a massive importation of frozen fish. In order to reduce fish imports, the Government plans to expand domestic fish production through increased aquaculture production. However, small and medium enterprise (SME) fish farmers and other participants in the industry are hampered by a poorly developed value chain. Following an FAO project on sustainable aquaculture systems, implemented from 2009 to 2011, the Government signed a Memorandum of Understanding for the current project, with the aim of developing a viable, sustainable aquaculture programme for SME farmers to ensure diversification of livelihoods in rural areas, improved nutritional status and increased income-generating capacity, as well as the provision of additional off-season activities through enhanced land and water resources utilization.
