Illegal, unreported and unregulated (IUU) fishing subtracts significant economic and natural resources from the global economy and the marine environment. Its effects can be severe, particularly for developing coastal states and non-high income Small Island Developing States heavily dependent on fisheries. In 2009, the FAO Conference approved the Agreement on Port State Measures (PSMA) to prevent, deter and eliminate IUU fishing. The Agreement came into force in June 2016. The First Meeting of the Parties to the PSMA and the First Meeting of the Ad Hoc Working Group established by the Parties under Part 6 of the Agreement were held in Oslo, Norway, in May and June 2017, respectively. Both meetings were hosted by the Government of Norway. As the cost of attending these meetings may have constituted an obstacle to the participation of developing countries, the Government of Norway funded the current project to ensure that all Parties, in particular the least developed ones, attended both meetings, enabling them to contribute to guiding and determining present and future decisions for the implementation of the Agreement.
