In Viet Nam, land is the driving force behind agricultural growth and the main living source of farmers in rural areas. Agricultural land is characterized by land fragmentation with numerous spatially separated plots and smallholder farming practices. And, although these lands are highly productive, they impede the use of technological innovations. The average farm size nationwide is just 0.63 ha. This situation is a major obstacle to achieving higher productivity in modernized agriculture. Land accumulation and land concentration are two ways of increasing economic and social efficiency, and of bringing benefits to the legitimate rights holders and society in general. Field evidence has been collected in six different case study areas with different characteristics on how land accumulation and land concentration work on the ground in Viet Nam. This leads to a set of evidence-based recommendations to improve the 2013 Land Law to better meet societal and agricultural needs in a changing world.
