The strong winds and extreme flooding induced by a tropical cyclone may have a devastating impact on the lives and livelihoods of vulnerable populations. The Anticipatory Action Protocol for typhoon and tropical cyclone-induced flooding aims to guide the government and partners to systematically monitor the likely impact of the hazard and use forecast information to trigger specific anticipatory actions, which are designed to safeguard lives and livelihoods.
