This report contains an assessment of certain safety-related issues in Timor-Leste's small-scale fishing sector. Based on the experiences of the Regional Fisheries Livelihoods Programme for South and Southeast Asia and the current data available on the fisheries sector in the country, the report is intended to provide a set of recommendations for the further development of national policy and legal frameworks to enhance the safety of small-scale fishers.
