This document contains the report of the Technical Consultation on Flag State Performance. The Consultation was held in three sessions at FAO headquarters, Rome, from 2-6 May 2011,5-9 March 2012 and 4-8 February 2013. The Consultation was convened by the Director-General of the Food and Agriculture Organization of the United Nations upon the recommendation of twenty-eighth session of the FAO Committee on Fisheries. The Technical Consultation finalized the Voluntary Guidelines for Flag State P erformance. The Consultation was funded by the Governments of Canada, New Zealand, Norway and United States of America and by the European Commission.
