This document is made available to the Third Session of the Governing Council of the United Nations Environment Programme in accordance with Resolution 3133 (XXVIII) adopted by the General Assembly of the United Nations on 13 December 1973. It was prepared by the Food and Agriou.ltu.re Organization of the United Nations as pa.rt of the regular programme of its Department of Fisheries. It has been made available to the Third United Nations Conference on the Law of the Sea and has been submitted to the Ninth Session of the FAO Committee on Fisheries.
