When forecasts warned of an agricultural drought in Isabela Province in late 2023, the Building on Social Protection for Anticipatory Action and Response in Emergencies and Disasters (B-SPARED) pilot project enabled FAO and the Department of Social Welfare and Development (DSWD) for the Philippines to provide early support to over 4 000 people through cash, tools, and water-management assistance. Evidence from surveys, community discussions, and investment-benefit analysis shows that this early support helped farmers protect crops, assets, and food security before the drought escalated, with improvements seen in dietary diversity, coping strategies, and return on investments. Using evidence from the evaluation, this report provides an overview of the drought protocol activation and the impacts of applying anticipatory actions in Isabela Province.
