Regional workshop to strengthen inclusive scaling: identifying scaling champions and capturing practical lessons in eastern and southern Africa

The CGIAR Scaling for Impact (S4I) program, Area of Work 5 (AoW-5), convened a 2-day workshop in Kampala, Uganda, on 11-12 September 2025, to co-create a practical guideline for identifying and supporting scaling champions in agricultural innovation systems. The workshop brought together 14 regional stakeholders from Eastern, Southern and West Africa to develop guidelines for identifying effective scaling champions. The workshop highlighted the crucial role that governments play in fostering scaling, the need for supporting scaling champions for sustainability, proper documentation and data collection
that are essential to track changes and monitor uptake of agricultural innovations. Involving champions at all stages of technology development, networking, supporting champions, and continuous learning were vital for enhanced adoption of agricultural innovations. The workshop highlighted the importance of context-specific approaches, partnerships, and capacity
building to support scaling champions. Participants shared experiences and ideas on scaling champions in agriculture, identifying various types of champions, including lead farmers, extension agents, youth, government agencies, and private sector actors. Effective champions possess qualities such as being practicing innovators, good communicators, trustworthy, and reliable. Enabling conditions for champions include supportive policies, finance, networks, and skills development, while barriers to success include cultural and social norms, political interference, and lack of sustainability plans. The discussions emphasized the need to break silos and foster collaboration among stakeholders, with regional partners stressing collaboration, government involvement, resource mobilization, and continuous learning
