The UN General Assembly Resolution on Sustainable Fisheries of 9 December 2013 expressed concern for the continued threat to marine habitats and ecosystems from illegal, unregulated and unreported (IUU) fishing, and acknowledged the negative impact of these activities on food security and state economies, particularly in developing regions. As mandated by the fifteenth session of the FAO COFI Sub-Committee on Fish Trade and the thirty-second session of the FAO Committee on Fisheries in 2016, the Technical Consultation was convened by the Director-General of FAO to elaborate guidelines and other relevant criteria relating to catch documentation schemes. The Technical Consultation, funded by the Government of Norway, adopted the Voluntary Guidelines for Catch Documentation Schemes on 5 April 2017.
