The supply of quality other field crop (OFC) seeds were difficult to procure, and their price increased. Additionally, farmers in the most drought-affected areas suffered from the inability to irrigate, which was compounded by a lack of farmer awareness about efficient on-farm and household water conservation and water utilization.
