2026-06-27http://hdl.handle.net/123456789/163915The CGIAR Climate Action Program workshop in Odisha, India, convened policymakers, researchers, development practitioners, and technical experts to co-define pathways for strengthening climate resilience and sustainable development in one of India’s most climate-vulnerable states. The discussions focused on four interconnected thematic areas: Climate Risk Intelligence and Digital Advisory Services; Locally Led Adaptation and Resilient Livelihoods; Water Security and Climate-Smart Agriculture; and Policy, Institutions, and Climate Finance. Recognizing Odisha’s high exposure to cyclones, floods, droughts, and heat stress, the workshop emphasized the need for an integrated, systems-based approach that combines actionable climate science, technological innovation, institutional strengthening, and community-driven adaptation. Participants highlighted the importance of data-driven decision support systems, anticipatory action, inclusive livelihood models, and improved water governance to address compounding climate risks across coastal, flood-prone, and drought-affected regions. The CGIAR Climate Action Program was identified as a strategic platform to align global research expertise with state priorities under the Odisha State Action Plan on Climate Change. Key outcomes include agreement on priority regions and agricultural systems, mechanisms for multi-stakeholder coordination, and the development of a roadmap for piloting and scaling climate-resilient, low-emission solutions.
